- Infrastructure, traffic and land use
Proactive and systematic land use forms the foundation for fostering the city’s vitality. The planning and zoning process strives to comprehensively consider the city’s growth prospects, demographic trends, economic structure and the principles of sustainable urban development. In addition, it ensures the availability of sufficient plots to meet the needs of various industries and business activities.
Alongside proactive land use, infrastructure planning and implementation (e.g. water and energy) are also carried out. The planning of utility lines is closely integrated with land use planning.

A pedestrian and bicycle underpass will be constructed, in collaboration with the Finnish Transport Infrastructure Agency, to connect the city center and Kosila, facilitating safer transfers for passengers in the station area (e.g. to island platforms). Parking arrangements in the area will also be addressed.

The roundabout will improve traffic safety on Vaasantie, in the train station area and in Kosila, and improve the traffic flow in the area. The change in the local detailed plan will also enable the development of the Höyläämönkatu area.

The pedestrian and bicycle path enables smooth and safe commuting from the city center to the Kruunuportti area, while also extending the bike route between Kokkola and Pedersöre. Additionally, an underpass will be constructed on the south side of the existing railway bridge.

A branch line (approx. 4 km) will be constructed between Kokkola and the Kruunuportti area. This will divert some of the traffic between the Port and the Kruunuportti industrial area to the railroad, reducing heavy traffic on the main road.

Traffic safety at the intersection of Kruunupyyntie and Road 8 will be improved. The southern part of Kruunupyyntie will be realigned about 100 m further north of its current position, and the dangerous diagonal junction will be replaced with a perpendicular junction.

Traffic safety and throughput on this road sections, as well as on road section within Kokkola, will improve. This project will be carried out in collaboration with the Centre for Economic Development, Transport and the Environment. Intersections on the east side of the city center will be replaced, and a grade-separated interchange will be built on Road 28. Noise barriers will also be installed to reduce noise disturbances.

A road designed to ammocidate abnormal transports will be constructed from Road 8 to the KIP area. The impact of this connecting road on the Kvikant residential area and on the use of Laajalahti recreational area will be taken into account. The new road will also allow the development of the Laajalahti recreational area and create a new route between Palmajärvi and Kruunuportti.
