We are involved in various projects related to employment management. Through the projects, we develop our operations and services. Through the projects, we also obtain information to support the development of operations.

Synclusive

The City of Kokkola is involved in the European Synclusive research project

The City of Kokkola, in cooperation with the Finnish Institute of Occupational Health, is participating in the European research project Synclusive. The goal of the project, which runs from March 2023 to February 2027, is to produce solutions to support the employment of people who are in a vulnerable position in the labour market, such as persons with partial work ability and persons with frequent periods of unemployment and fragmented careers, as well as to strengthen the careers of workers with a low level of education.

Measures to promote employment are implemented in four different European countries: In Finland, the Netherlands, Bulgaria and Portugal. A national trial environment, a so-called living lab, will be established in each country in one municipality. The trial environment in each country focuses on different target groups. The target group in Kokkola is the long-term unemployed who have been unemployed for more than a year.

In the trial environment, solutions to the challenges related to employment will be sought in cooperation with the existing local network, i.e. the municipal employment services, educational organizations, third sector actors, employers, employees and unemployed job seekers. While utilising the existing network for the transition of jobseekers to and from working life, the aim is to strengthen cooperation between actors involved in employment.

The project was launched in 2023 with a research phase during which an overview of the employment of vulnerable people will be formed in each target country. Research results are utilised in the planning of the trial environment and measures.

During the years 2024–2026, the trial environment in each country will implement measures chosen on the basis of research and evaluate their impact on different target groups. At the same time, the realisation and effectiveness of cooperation will also be assessed. Measures will be implemented in the Kokkola trial environment during 2024.
